This effort will not only help attract top talent but also ensure that jobs generated by AI advancements remain within American borders.

3. Make Federal Agencies AI-Ready

Wang notes that while the U.S. government produces vast amounts of data, it has yet to fully optimize this resource for AI use. He proposes that by 2027, all federal agencies should be equipped to leverage AI to improve efficiency, decision-making, and service delivery. Executive action could provide the necessary push to make government data more accessible and beneficial for national defense, healthcare, economic growth, and other key areas.

4. Unleash American Energy to Support the AI Boom

AI requires substantial energy resources to thrive, and Wang argues that energy policy must be aligned with the country’s technological ambitions. He suggests that the U.S. government establish an aggressive energy plan through the newly created National Energy Council. The plan should aim to provide the lowest-cost energy and electricity, supporting AI-driven industries and boosting national security.

5. Ensure Safety Without Stifling Innovation

Finally, Wang addresses the need for a regulatory framework that ensures safety without hindering progress. The U.S. must adopt a sector-specific, use-case-based regulatory approach to testing and evaluating AI systems. Wang recommends that the White House directs agency heads to perform a gap analysis and that the National Institute of Standards and Technology develop frameworks for evaluating AI safety. This balanced approach will foster innovation while protecting national security and public welfare.
